Typical video compression is lossy and uses similar techniques as image compression, like jpeg for each frame in the image and also the fact that not every single pixel changes between frames. There are a whole lot of different compressions out there and they are constantly being improved upon. This basically takes the video stream and reads it in compressed format and decompresses it.
